Course Description

Featuring 80 hours of Use of Force and Defensive Tactics instruction, the DTI Course certifies successful
attendees as Instructors in the RRB Systems. Covering basic recruit and in-service content, this course offers a
unique blend of academic knowledge and hands-on applications for law enforcement and corrections personnel.
Technical merit is developed through an advanced understanding of applications in a variety of situations in
order to provide graduates with the tools for providing training and coursework to specific audiences. Critical
thinking is encouraged and developed through the RRB Systems training method, allowing graduates to serve as
valuable advisors to agency policy and training on defensive tactics matters.
Considered the cornerstone block of instruction of the RRB Systems, the DTI course paves the way for other
specialized defensive tactics courses that require an understanding of legal issues, training course development,
and DT technical expertise.
COURSE CONTENT AND BRIEF DESCRIPTION
I. Instructor Development:
Students are introduced to teaching and learning concepts necessary
for effective instruction. Using the adult learning model, attendees will develop skills in
presenting information to the professional adult audience.
II. History: Explore the historical trial and error methods that have shaped and reshaped American
Use of Force policy for over 150 years. A detailed look at landmark case law sets the stage for a
philosophical framing of appropriate use of force decision making and provides graduates with
the ability to answer the tough questions in their communities by using the power of precedent
and judicial decision.
III. Use of Force: Following the guidelines of modern police science and theory, the use of force
block discusses and explains the concepts of reasonableness, authority, and “totality of
circumstances.”
IV. Survival Stress: Using the latest scientific information regarding combat and stress, this block
of instruction explains the physiology of engaging in life and death struggles. Students are made
aware of mental and physical changes that officers undergo when faced with the possibility of
taking a human life or losing their own life in the context of combat.

V. Threat assessment: A discussion of factors that precede physical encounters and proper ways of
mitigating these threats using verbal and non-verbal techniques, strategic planning and
appropriate decision-making skills.
VI. Stance and Body movement: Instruction in proper methods of confronting threats and the
tactical use of positioning and movement to add advantage and opportunity to the encounter.
VII. Escort Techniques: A variety of physical techniques used to transport and control subjects from
one location to another using simple pain and mechanical compliance techniques.
VIII. Takedowns: Techniques used to stabilize subjects by placing them in a secure position on the
ground. A variety of ground pins and finishing positions are also discussed.
IX. Hand and Leg Restraints: Proper and safe methods for applying handcuffs and nylon restraints.
The use of belly chains, leg irons and other tools unique to the corrections environment can also
be taught based on client requirements.
X. Ground Fighting: A variety of methods used to control subjects actively fighting on the ground,
this course focuses on skills needed in an environment that involves solid, unmatted ground,
restrictive clothing, human psychology, policy, law and the presence of weapons.
XI. Close Quarter/Stand up defense: Complete instruction in control and escape from a variety of
stand up assaults using empty hand and weapon techniques.
XII. Edged Weapons: Students are introduced to the dangers of edged weapons and learn a variety
of techniques for managing sudden, violent edged weapon attacks.
XIII. Strikes, Blocks and Counters: Students are taught how to execute and develop power in impact
techniques involving weapons of the body and intermediate impact weapons.
XIV. Empty Hand Deadly Force techniques: A variety of techniques used for inflicting serious
bodily harm or death to a subject who threatens officers with deadly resistance.
XV. Weapon Retention: A series of techniques to prevent a subject from grabbing and accessing the
officer’s weapon are presented.
